The United Arab Emirates has rolled out sweeping DeFi and stablecoin regulations to enhance financial stability. This regulatory framework, enacted from November 24 to November 30, 2025, aims to provide structured oversight in digital asset transactions.

Key authorities involved include the Central Bank of the UAE and the Securities and Commodities Authority. Regulations require companies in the DeFi space to obtain licenses and comply with strict AML and cybersecurity standards to operate legally. Digital asset payments now regulated by UAE Central Bank

Immediate effects include increased compliance costs for companies and potential market shifts in DeFi protocol participation. The legislation enforces penalties up to AED 1 billion for non-compliance and imprisons those operating without proper authorization.

These changes are expected to enhance regulatory supervision and bring transparency to the financial market. The formal recognition of the digital dirham CBDC as legal tender could foster innovation and adoption in the UAE’s digital payment ecosystem. “The UAE is dedicated to digital asset innovation, showcasing our support for a regulated crypto ecosystem and the digital dirham.” – Sheikh Maktoum

The regulatory model divides oversight between federal and emirate levels, affecting operational structures. This coordination is intended to establish a clear legal environment, encouraging institutional involvement without stifling innovation. UAE introduces new regulations for crypto KOLs and promotional activities

Experts suggest these changes could lead to more resilient financial infrastructure by integrating technology-driven audits and mandatory cybersecurity measures. UAE’s crypto adoption previously rose by 210% year-on-year, indicating robust engagement in regulated digital finance.
