CLARITY Act Momentum Revives XRP ETF Narrative as Flare XRPFi Gains Attention

The CLARITY Act’s advancing legislative trajectory is renewing market discussion around a potential XRP exchange-traded fund, while Flare’s XRPFi protocol draws fresh institutional interest as an emerging utility layer for XRP holders.

CLARITY Act Progress and the XRP ETF Discussion

The CLARITY Act of 2025, a proposed crypto market structure bill tracked as H.R. 3633, aims to establish clearer regulatory boundaries between securities and digital commodities. The bill’s progression through the House has reignited speculation about which digital assets could benefit from improved regulatory clarity.

XRP sits at the center of this discussion. The asset’s prolonged legal history with the SEC made it a focal point for debates over how tokens should be classified, and the CLARITY Act’s framework could provide the definitional scaffolding that ETF issuers need to move forward with product filings.

Nasdaq filed a rule change proposal with the SEC related to digital asset securities listing standards, signaling that major exchanges are preparing infrastructure for broader crypto product offerings. This is a procedural step, not an XRP ETF approval, but it reflects growing exchange-level readiness.

The distinction matters: narrative momentum around an XRP ETF is not the same as a confirmed filing or regulatory greenlight. Investors tracking the CLARITY Act’s path through Congress should note that the bill’s final form could still change significantly during the legislative process.

Flare XRPFi and Institutional Interest

Separately, Flare Network’s XRPFi product, which enables XRP holders to access DeFi yield strategies without bridging to other chains, has been drawing institutional attention. Flare’s treasury yield offering positions XRPFi as a way for institutions to generate returns on XRP holdings within a controlled environment.

XRPFi’s appeal to institutional players rests on a simple premise: it adds utility to an asset that has historically lacked native DeFi infrastructure. For institutions evaluating XRP exposure, on-chain yield options could complement a potential ETF product rather than compete with it.

The pairing of regulatory progress with ecosystem development creates a broader narrative around XRP’s institutional maturity. However, specific adoption metrics and institutional participation figures for XRPFi remain limited in public reporting.
