Two Separate Actions Account for Most of the $550 Million
The largest single action came in April, when Tether froze more than $344 million across two addresses, acting on information provided by OFAC and U.S. law enforcement. OFAC added the two addresses as Central Bank of Iran digital-currency identifiers the following day, with its April 24, 2026 action covering Iran-related designations and a counter-terrorism update.
A second freeze followed in July, when Treasury expanded its Central Bank of Iran designation and Tether froze more than $130 million across four additional wallets. Together, the two disclosed actions account for more than $474 million of the approximately $550 million total; Tether did not itemize the composition of the remainder. Part of a Multi-Channel US Enforcement Push
The USDT freezes sit inside a wider campaign. Treasury’s Operation Economic Outcast identified five Iranian sectors subject to new sectoral sanctions determinations: digital assets, technology, gold, aviation, and shipping. A Treasury press release noted that the broader action simultaneously sanctioned more than 60 entities, individuals, and vessels, making the USDT freeze one channel in a coordinated multi-target effort rather than a standalone crypto enforcement step. Tether CEO Paolo Ardoino said the company has “consistently demonstrated that USD₮ is not a haven for sanctioned actors, terrorist organizations or criminal networks.” The company also disclosed that its cooperation with authorities had supported more than 2,900 investigations globally, including over 1,600 involving U.S. law enforcement.
What Issuer Freeze Power Means for USDT Holders
A freeze at the issuer level means Tether can restrict token movement at specific addresses without any changes to the underlying blockchain. Ordinary USDT holders at unaffected addresses face no disruption; the action targets wallets flagged by U.S. authorities. This dynamic, where a centralized issuer retains unilateral control over on-chain balances, is a recurring compliance feature of fiat-backed stablecoins that regulators have increasingly relied on, as seen also in protocol-level freeze actions on other chains.
USDT carries a market cap of approximately $183.8 billion with roughly $69 billion in 24-hour trading volume, making it the dominant stablecoin by both metrics. The frozen $550 million represents less than 0.3% of total supply, limiting any systemic market impact. Tether has separately expanded its balance sheet in other directions; the company recently launched a $400 million private-credit fund with Fasanara and confirmed a 70% stake in Adecoagro, signaling diversification beyond stablecoin issuance even as its compliance profile tightens.
